nice flow on this, it's the main point. though the lighting over her head is a bit too much. good job.

Umm... how familiar are you with the Liquify filter? lol
There's a lot of that as well as some blur and smudge effects.
The biggest thing here though is the lighting. For the lighting I took a 200pixel soft brush and brushed white on a new layer then set that layer to Overlay... I think it was Overlay. If not then you should be able to figure it out. Its been a while since I've even had Photoshop, sorry. lol
